    Dubai issues new law to regulate engineering consultancy sector and attract global firms

    Dubai will introduce a brand new legislation to manage the skilled follow of engineering consultancy places of work within the emirate.

    Ruler of Dubai, Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, issued Legislation No. (14) of 2025 in Dubai.

    New Dubai engineering legislation

    Corporations and people are prohibited from presenting themselves as engineering consultancy places of work with out a legitimate commerce licence and registration with Dubai Municipality, which should specify the scope of labor, classification, and technical employees.

    Consultancy places of work are additionally barred from working past their licensed scope, hiring unregistered engineers, or contracting with unlicensed entities for consultancy work.

    Unified digital licensing and classification system

    Dubai Municipality, in coordination with related authorities, will set up a unified digital system linked to the Spend money on Dubai platform created beneath Decree No. (13) of 2024.

    Eligibility, registration, and penalties

    The legislation defines a number of classes of engineering consultancy places of work, together with:

    • Native firms established in Dubai
    • Branches of UAE-based places of work with at the very least three consecutive years of expertise
    • Branches of overseas places of work with at the very least ten consecutive years of expertise
    • Joint ventures between native and overseas places of work with at the very least ten years of expertise

    It additionally applies to engineering advisory places of work and audit companies led by registered engineers with at the very least ten years of expertise.
