    UAE President Establishes New Federal Authority for Ambulance and Civil Defense – UAE

    President His Highness Sheikh Mohamed bin Zayed Al Nahyan has issued a Federal Decree Legislation establishing the Federal Authority for Ambulance and Civil Defence, and a Federal Decree appointing Ahmed Ali Al Sayegh, Minister of Well being and Prevention, as its Chairman.

    Pursuant to the Decree Legislation, the Federal Authority for Ambulance and Civil Defence is established, having authorized persona, monetary and administrative independence, and the authorized capability essential to act. It shall report back to the Cupboard, and shall exchange the Civil Defence Authority, and the Nationwide Guard Command with respect to the Nationwide Ambulance Firm (NA).

    The Decree Legislation has outlined the Authority’s competences, making it liable for ambulance and civil defence affairs. It is usually tasked with proposing and growing insurance policies, methods, and laws associated to ambulance and civil defence, in coordination with the native authority involved with ambulance and civil defence affairs and with different related entities concerned in aiding within the implementation of civil defence measures. These shall be submitted to the Cupboard for approval.

    The Authority can be tasked with finding out potential incidents, dangers, and disasters and to develop the requisite plans for his or her administration, in coordination with the Nationwide Emergency, Disaster, and Disasters Administration Authority.

    It shall put together danger‑prevention programmes, along with the associated necessities, and the plans obligatory for managing such dangers, in coordination with the competent authorities and related entities.

    The Authority shall set up the controls and necessities essential to safe buildings and amenities, and shall develop the programs required to guard buildings and amenities towards fireplace, together with the controls, necessities, scope of utility, and different associated provisions for these programs, in coordination with the competent authorities, related entities, the Central Financial institution of the UAE, and different our bodies. These shall be submitted to the Cupboard for approval.

    The Authority’s key competences embody establishing a nationwide alert system for the inhabitants towards potential hazards, in coordination with the Nationwide Emergency, Disaster, and Disasters Administration Authority; growing evacuation plans for residents and supervising their implementation, in coordination with the competent authorities and related entities; and overseeing the event of shelter plans, together with figuring out their areas, their equipping, and their administration through the prevalence of hazards, in coordination with the competent authorities and related entities.

    Moreover, coordinating with entities liable for inner safety and security programs, significantly oil firms, airports, and different important amenities, to organise joint plans and the mechanism for the Authority to supply assist to such entities upon request.

    The Authority’s competences embody the preparation and implementation of coaching and consciousness programmes, mock drills, and joint workouts within the fields of ambulance and civil defence for certified personnel and volunteers; the monitoring of radiological, chemical, and organic air pollution hazards in instances of peace and conflict and taking the required response measures, in cooperation and coordination with the competent authorities and related entities, in addition to offering consultancy companies within the fields of ambulance and civil defence, and establishing and organising a complete database of data and knowledge associated to its competences, in coordination with the competent authorities and related entities.

    Moreover, the Decree Legislation said that the Authority’s prescribed competences are with out prejudice to the powers of the native authority liable for ambulance and civil defence affairs to take ambulance and civil defence measures in accordance with the laws governing their affairs.
